'Hokkaido satellite' is a 50kg small satellite for earth observation. It has been designed and will be manufactured in Hokkaido. The mission of the satellite is remote sensing for agriculture by a hyper spectrum sensor over 3 years. To partly demonstrate the performance of the bus system on orbit, a CubeSat has been designed and developed as a scale model. This paper describes the design and development of the CubeSat system. The CubeSat is 3.0 kg and 12cm cubed. The bus system of the satellite consists of five subsystem; power generation system, structure system, data handling system, communication system and attitude control system. The verification of communication systems and attitude control is the primary mission. The satellite is spin-stabilized one, and controlled by three magnetic torquers.
