This paper adopts statistical methods to understand the wind andwave characteristics over the Hsinchu Water, where there arethree observing pots: the coastal wind station, the Hsinchu databuoy station, the Kuokwang oil platform station. Based on theresults of analysis, the following features over this water havebeen found. The wind fields over this water are dominated bymonsoon. The wind speeds near coasts are less than those nearoffshore. However, the trends of observed wind speed amongstations are similar. The differences of wind direction show thatthe deviations are smaller as the wind speed increased amongthree stations. The wave periods are normal distributionsobserved at buoy and platform stations, but the wave heights arenot. There are, sometimes, two wave systems appeared in thejoin wave-period distribution. High correlations and lag time at+00-hr, or 2-hr are found between the wind and the waveobserving item in each offshore station. The correlated formulafor wave heights itself are power regression type for the summer,winter, and typhoon seasons. The typhoon cases are the highestcorrelation. Furthermore, the wave heights in Kuokwang oilplatform area can be estimated from calculating the product ofthe Markov transfer matrix and wave height measured by theHsinchu data buoy station. The error decreases when the waveheights increase, and it has the highest error in the summerseason, smallest value in the typhoon duration. For theinteresting high wave height, the error is less than 20%.shortabstract (50 to 100 words) in a single paragraph should be included here.
