The primary goal for command and control (C2) for the Swedish defence forces is to make sure that during a combat mission the Tight soldier gets The right information within the right time. It is consequently a prerequisite for making a correct decision and a subsequent appropriate action. This must be possible to pursue at all conflict levels, i.e. during peacetime and wartime and at all different stages in between. To enable us to fulfil that goal we need a well developed and efficient command and control system (C2S), i.e. an organisation, doctrines, personnel and of course different technical facilities, such as information and communication systems. International experiences from the latest wars clearly indioote that success is built on access to all relevant information and at the same time denying your opponent that same information. It might then he tempting to draw the conclusion that an advanced high-tech C2 system is a condition precedent for all modern warfare. This is not always true, though, if we, for example, include guerrilla warfare. However, conventional modem warfare is becoming more and more dependent on a continuous influx of information conveyed by both military and civilien technology. Information has become a target in its own right and is now to be considered as a strategic resource. Access to information will ploy an important rote in most nations' national perspective and will be s vital resource for supporting political and economical doctrines and alsn, of course, to apply military power.
