Fuzzy Comprehensive Evaluation Method on Regional Business Incubator Network

Confronting the new economic opportunities and challenges in the 21st century, business incu- bators have to change the single and simple model into a regional and network pattern. This paper establishes an evaluation index system based on the two main characteristics of regional business incubator net (RBIN) - both dimensions are closely associated with their partners. After programming with MATLAB to operate the fuzzy multi-attribute group decision-making method, the incubation capability about different RBINs is evaluated. Subsequently, according to the characteristics of science and technology industry's regional development in Guangdong Province, all BIs are divided into three virtual RBINs: Guangzhou, Shenzhen and Zhuhai, which provide a way for pre-incubating projects to choose the appropriate RBIN under the best operational condition and working scale. At last, a suggestion of dynamic evaluation policy and a new developing direction of multi-layer incubating model for future RBIN is put forward.
