Widespread restructuring of electric power industries has led to rapid emergence of distributed energy resources (DERs), which are clustered together to form microgrids, power parks, or virtual utilities. Through advanced control and communication, DERs are becoming more competitive, controllable and flexible. Their impacts should be included in the utility's economic dispatch and unit commitment problems. Utilities solve these problems by minimizing overall cost among all their units, while DERs focus their attention on individual profits. A common framework is proposed here to enable both parties to achieve their respective objectives. DERs with homogeneous cost characteristics are clustered here into several virtual utilities. A stochastic model is proposed to assess the availability of each DER and to decide whether it is profitable for it to participate in the operation. By maintaining a proper co-ordination among all utilities and virtual utilities, the interests of both parties are protected and the overall economy is optimized. The proposed approach is applied to a test system, and numerical results are presented.
