The effective medium theory is applied to model a layered biaxial anisotropic material with different orientations. Basing on the same reflection and transmission coefficients, equivalent model is developed to calculate effective permittivity, permeability and orientation angle for two layers of anisotropic media. With the low frequency (LF) limit, analytical expressions for effective parameters and orientation angle are derived. Finally, the effective parameters using low frequency approximation are compared with the ones without approximation. The frequency-independent model is valid for frequency up to several GHz.
