Outages and blackouts do occur in the power systems operations. When outages involve part of the power system only, the process of restoration is generally straightforward. The remaining energized network is of great assistance to start the restoration process. However, in the case of blackouts, there is no adjacent network available to assist in the restoration. The restoration must be started from generating units capable of start themselves. Maintaining of load generation balance, energizing long transmission line and large bus transfer transformer and starting large motors are much more challenging with limited number of generators in service. It has been shown in several cases that lack of experience in the system restoration was one of the major reasons for the delayed availability of supply. Proper restoration studies and planning are required to ensure that power system restoration process could be smoothly executed within an acceptable timeframe.
