The existing distribution network evaluation system fails to cover the high and medium voltage distribution network, and it is not suitable for horizontal comparison of the urban distribution network. To this end, a comprehensive evaluation system for urban distribution network with universal adaptability is proposed. Firstly, starting from the needs of stakeholders in the power grid, the fishbone diagram method is used to analyze the key factors that affect the construction of distribution networks, and a comprehensive evaluation index system that fully reflects the characteristics of distribution network construction is established; secondly, the weights of indicators that establish unified standards are established using the Delphi method. Finally, by setting an index evaluation criterion and curve fitting the index evaluation criterion to obtain the index scoring function, thereby forming an urban power distribution network comprehensive evaluation system that can be used for horizontal comparison of different distribution networks and covering high and medium voltage distribution networks. The example results verify that the evaluation system can reasonably reflect the overall development level of the distribution network, compare the advantages and disadvantages of different distribution networks horizontally, and find the weak links of each distribution network, and provide reference for planning, construction and development of power distribution network.
