Reservoirs and dams are two inseparable parts of water and hydropower projects,rnand reservoir management is the key to safe dam operation. In October 2006, the Three GorgesrnProject will witness the completion of Phase III – reservoir filling and power generation at El 165rnm, and the reservoir will be operated to provide a larger water surface during construction. How tornenable scientificalized, systemized, institutionalized and standardized reservoir management,rndevelop the project into a environment-friendly one deserving the name, and achieve sustainablerndevelopment of the reservoir as guided by the scientific development concept, will be an importantrnsubject greatly concerned by all. In the context of the Three Gorges Project, the main part of thernreservoir is the management of reservoir resources on the basis of the “Program of Sustainable andrnMultipurpose Utilization of Three Gorges Reservoir Resources” (referred to as the “Program”rnhereinafter). As the Three Gorges Reservoir (referred to as the “TGR” hereinafter) managementrninvolves a lot, there is a high degree of complexity and a large number of uncertainties. Especially,rnthere is nearly no scientific research to support the elevation and range of ecological defenses, thernmode of fishery development, the management and protection of drawdown areas, and therndirectional classification of water functions in the reservoir region involved in the Program,rnwithout available experience in the respect of policy measures, management mechanisms, andrnrules and regulations. Furthermore, reservoir management and eco-environmental changes,rnincluding remedy measures, have never been studied thoroughly and systematically. It is necessaryrnto study the Program in the respect of problems in reservoir operation management by mobilizingrnscientific research resources from all sources, especially in the aspect of the trend ofrneco-environmental evolution and the protective utilization of resources upon creation of thernreservoir, to provide a basis for preparing a program of sustainable resources utilization. Thisrnpaper explores and discusses, carefully and systematically, the concept, purpose and principle ofrnTGR management, the implication of reservoir resources, the concept of their sustainablernmultipurpose utilization, the study area of program, and the scope of work.
