Measuring Safety Climate on UK Offshore Oil and Gas Installations

Recent developments in the UK offshore oil and gas industryrnhave focused on leading rather than lagging indicators forrnsafety. One method of assessing the state of safety on a givenrninstallation is to assess the prevailing safety climate, by askingrnthe workforce about their attitudes to risk, safety management,rnsupervision, procedural compliance etc. This paper reports thernfinal results of a safety climate survey on the UKCS supportedrnby the UK HSE Offshore Safety Division and BP, British Gas,rnConoco, Coflexip Stena, Elf, Texaco, Total and the OffshorernContractors Association. Analysis of 722 responses to thern“Offshore Safety Questionnaire” (OSQ) indicates key factorsrnin safety management which should be addressed in arnprogramme of human factors initiatives. The OSQ can be usedrnas part of an installation’s safety condition monitoring andrnopportunities to include this as part of an offshore safetyrnbenchmarking project will be discussed.
