Abstract: For solving the shortage of water resources in Baotou City, China, A multiobjective management model for thernconjunctive use of surface water and groundwater was developed to supply water resources for municipal, industrial users andrnagriculture irrigation. The model objectives are not only the water demands, but also economic benefits and environmental problemsrnrelated to groundwater. A finite element model for two-lay groundwater flow was applied to generate unit response matrix ofrngroundwater system in studying area. The decision variables are the amounts of water supplies for every subareas and different users.rnThe objectives are to minimize the deviations from a set of goals that are planed previously, in which the economic planning andrnenvironmental problems were incorporated. Linear goal programming was used to solve the multiobjective model. The optimized planrnshows: total water supply quantity is 666.389′106m3·a-1, in which groundwater pumping rate is 135.061′106m3·a-1; water demandrnis satisfied at most and the best economical benefit is obtained; groundwater flow tends to be reasonable. The water policies ofrnBaotou are provided on the basis of the result.
