摘要

Since 1980 and particularly during the early 1990s, the Chinese construction market has gradually been opening to overseas contractors and design consultants. Many foreign construction firms have been allowed to enter the Chinese construction market. China is considered to be the largest one of the potential construction markets. However, entering the Chinese construction market is still seen as difficult by many foreign contractors and consultants. An important reason is that foreign contractors and consultants are not familiar with the Chinese style of the organization of construction projects- the Headquarters System. This paper mainly focused on the organization of infrastructural construction projects in China, used the construction project of Nanjing Metro, infrastructural construction projects of the New District of Nanjing city, and the construction project (broaden) of the Jiangsu section of Shanghai-Jiangsu Expressway as examples, discussed the Headquarters System.
