HAZID and risk assessment on ultra-large crude oil tank

摘要

According to the mechanism and characteristics of the ultra-large crude oil storage tank fire inChina, the paper focused on four kinds of accidents including the fire of seal ring, the fire of thewhole area, floating roof sunk and corrosion leakage, which may occur in ultra-large crude oilstorage tank. For each kind of accident, the paper analyzed the cause of the accident, the mainfeatures and the control measures, and on the base of that put forward risk assessment methodswhich were suitable for ultra-large crude oil storage tank, which were Safety Check List, FuzzyComprehensive Evaluation based on AHP and the Tank Integrity Assessment. On the basis ofthe important points checked in Safety Check List and the characteristics of risk management ofultra-large crude oil storage tank, the paper established a comprehensive risk assessment systemfor ultra-large crude oil storage tank, and then used the fuzzy comprehensive evaluation to do thejudgment. At last, the paper proposed that the integrity management and assessment for ultralargecrude oil storage tank should be conducted throughout the life cycle, and the dangerous andhazardous factors that may cause accidents should be in the range of effective control.
