Decomposition-coordination network analysis method is presented and found the application in Yangtze River flood prevention system optimal operation compose of the Three Gorges reservoir, other reservoirs, likes and flood retain areas. The results showed that: 1. the Three Gorges reservoir flood prevention capacity grade-division problem was solved efficiently; 2. the precision of results was improved. So the method presented is practicable
