The determination of a scientific and rational pre-flood pool elevation is the major technical link in the combination of flood control with water storage of a reservoir. On condition that the reservoir safely operates in flood reason, the development of flood-control storage capacity by adopting staged pre-flood pool elevations may play a significant role in increasing the economic and social benefits of the reservoir. This paper introduced the status quo and trend of the study on the application of staged pre-flood pool elevations. The study tends to set up a decision-making support system for real-time flood regulation based on the model of optimization operation to transform the non-structural and/or semi-structural issues to structural one, and to transform the operation plan to real-time operation of reservoir. The approach of applying staged pre-flood pool elevations to regulate and control flood resources was discussed. On the one hand, by analyzing the seasonal characteristics and stage pattern of rainstorms/floods, staged design flood and flood-control capacity were work out for staged flood storage, progressive rise of pre-flood pool elevation and increase in active capacity. This is considered to be an important technical measure for safe use of flood resources. And on the other hand, the development of hydrologic telemetering system, improvement of the methodology of rainstorm/flood forecasting and perfection of relevant working conditions might provide reliable information for the safe operation of a reservoir in progressive rise of pre-flood pool elevation. Recommendations on the forecasting-based real-time operation and determination of rational staged pre-flood pool elevations should be based on the seasonal characteristics and stage pattern of rainstorms/floods and risk analysis of safe reservoir operation should be made
