RESEARCH OF THE ROLE NETWORK MODEL IN THE DOCUMENTS TRANSMISSION SYSTEM

In the past, the analysis of procedure is set out from the relation of the activity and the coordination of what it relies on, and the change of which is confined to the activity and its adjustment, with neglecting the main body. The circulation of official documents in the government is such a complicated course that there is not a unified form that can be followed : there are too many different processes to the different files and affairs. It is an important reason that why the model according to the procedure has difficulty to be used in government departments. The paper takes the main body in the documents transmission as the object and proposes a model that based on the role.By the analysis of business patterns, it recommends the concept of role network and sets up a concrete system on the background of the Information Net of Party and Government of Liaoning Province, which offers the information support to establish the distributed government's structure based on the network and enriches the theory of the electronic government affairs system. In practice, the project based on it has obtained great achievements.
