Managing Technology Transfer from Public Research Institutions

Public research institutions - including universities and government research agencies - face increasing pressures to play a more active role in national innovation. This means more emphasis is being placed on their effectiveness in transferring research outputs to the marketplace, not just in the conduct of high quality research. In recent years there has been an evolution and expansion of technology transfer capabilities within these organisations and the development of a wider repertoire of approaches.This paper identifies four modes of technology transfer-non commercial, direct commercial, collaborative, and entrepreneurial modes - and notes the changing portfolio mix associated with growing commercial experience and expertise. It analyses the experience of Australian public research institutions in relation to research commercialisation, using selected case studies, and considers the implications of this changing role for public research institutions.
