In Austria discussions on strategic environmental assessment (SEA) began during negotiations concerning the Act on Environmental Impact Assessment and Public Participation between 1991 and 1993. Representatives of various organisations demanded environmental impact assessment, not only for specific projects but also on strategic level. The Austrian Act on Environmental Impact Assessment and Public Participation, Fed.Law Gaz. 697/1993, finally came into force on 1 July 1994 but has no SEA provisions.
