THE APRIL 2000 FLOOD IN THE CRISUL ALB RIVER BASIN -TRANSBORDER COOPERATION ROM-HUN FOR FLOOD MITIGATION

The Crisul Alb basin configuration creates complex problems in flood defence in the two countries. Accordingly supervising and studying thoroughly the floods in the Crisul Alb River is rightful.rnDue to the NATO support in the "Science for Peace (SfP)" Program -the Hungarian-Romanian-American project no. 978016, Monitoring of Extreme Flood Events in Romania and Hungarian Using EO Data was realised.rnThe efficiency in solving the April 2000 issues became possible based on the existence of the legal scheme of transborder Hungarian - Romania cooperation and because of the outstanding collaboration between the specialists from the two countries.rnThe Romanian-Hungarian-Hydrotechnical Convention started its activity in 1985 and it had created the conditions of an efficient collaboration of the two countries. Inside this convention there were several sub-commissions (for flood defence, qualitative and quantitative water management, hydrometeorology etc. with annual meetings, where the performances and the best ways of collaboration improvement were analysed).rnIn 2004 the new Romanian-Hungarian-Hydrotechnical Convention was signed. It was actualized and got many improvements. Collaboration inside the Convention is used to provide a small contribution to realise an integrated water management in the Danube River Basin.
