FLOOD WARNING CONCEPT FOR TURKEY: TECHNICAL AND ORGANISATIONAL ASPECTS

In an operational context like flood forecasting, the convincing technical solution is as important as the organisation of the flood forecasting service. Semi-technical aspects such as availability of data and the acceptance of the system by the operators are crucial in this aspect - else the system will not be used.rnThe three most important items in this context are:rn1. Availability and good quality of input data and a well calibrated model,rn2. A good training of the operators on several levels (overview, technical training, hands-on training, supervised stand alone training, information of the hierarchy),rn3. A suitable service organisation structure, permitting the operators to be free from other tasks in flood periods and, ideally, to be a dedicated service for flood forecasting.
