The present paper describes a methodology for determination of optimal State subsidy to equipment (e.g., gas turbines) providing energy and/or materials saving and/or reduction of environmental impact. To apply the methodology to a multiperiod and operational planning design for utility systems including environmental concerns, a MILP model was solved for two situations: Synthesis and operational planning of a utility system without and with gas turbines in the superstructure. The difference of environmental impacts in both situations, calculated by the application of the global emissions concept, corresponds to the environmental savings expressed in monetary units. This difference was taken as a basis for the determination of the subsidy (maximum for the investor, optimal for the State) as a function of several technical and economic parameters. The methodology adopted uses a combination of Return On Investment (ROI), after forecasting the pattern of cash flow, and break-even-point analysis.
