POLICY OPTIONS IN BELGIUM TO SUPPORT BIOFUELS TOWARDS THE 2020 TARGET OF 10% RENEWABLE ENERGY IN TRANSPORT

Current Belgian legislation on biofuels is focused on the general introduction of low blends ofbiodiesel with diesel and bio-ethanol with gasoline through a tax reduction system for a specific producer quota. Asthe system was not working properly, from mid 2009 the Belgian government introduced an obligation system toblend at least 4% by volume biodiesel with diesel, and at least 4% by volume bio-ethanol with gasoline. Despite allactions it is clear though that Belgium will not achieve the 5.75% target set for 2010.For 2020 the targets will be seriously higher, with 10% renewable energy in transport for all European countries.Currently the Belgian administrations are preparing a National Renewable Energy Action Plan (NREAP), whichneeds to be supplied to the European Commission by June 2010. The plan will include an action plan to reach the10% target for renewable energy in transport. This paper shows the options there are on Belgian level to achieve thistarget. Different support programmes will need to be handled in parallel to reach the 10% target, but also with view tothe future. While in 2020 most of the target will still be provided through general blending of current biofuels likebiodiesel and bio-ethanol, other technologies like electric mobility and second generation biofuels have limitedpotential by that time. Nevertheless on the longer term their potential is substantial and these technologies may be oneof the backbones in the transition towards a more sustainable transport system.
