The case of Wilson v. U.S., 133 F3d 231 (4th Circuit 1997) sent shock waves through the wetland regulations community. The ruling better defined the Army Corps of Engineers jurisdiction over "isolated" wetlands, when destruction or degradation "could affect" interstate commerce. Affecting the states of West Virginia, Virginia, Maryland, North Carolina and South Carolina, it could have long range effects upon the limits of Corps' jurisdiction and increase the ability of developers to drain and alter wetlands here to fore regulated by the Clean Water Acct.
