A River Management Decision Support System for Nutrient Management in the Neuse River Basin

A decision support system has been developed for managing nutrient inputs in the Neuse River Basin. This system is a computer-based tool that links databases, models, and expert knowledge together to analyze management options and alternative strategies in the basin. Core system design parameters include: open, flexible architecture; quick turnaround in incorporating new and emerging needs; data-driven (rather than software driven) design; the bringing together of raw data, models, and expert analyses; "ownership" of the system by the users; and a focus on the decision process. Models developed for initial implementation include: an export coefficient model to predict runoff loadings; an atmospheric emissions and deposition model from animal operations; a riparian buffer effectiveness model; and a water quality routing and decay model. The system also includes point source and agricultural BMP costing data and calculations.
