We propose a new relational degree formula to water quality evaluation and to apply it to evaluate the river water quality of the Wuhan segment of Hang Jiang River, a major branch river in China, for the years 1992 to 1998. Our proposed method gives finer grading of the water quality than existing methods and this enables us to easier visualize year-to-year fluctuations and to make year-to-year comparisons of the water quality. Our analysis results reveal that the river water quality from 1992 to 1997 stayed at approximately the same level and became worsened further in 1998. The ample-flow period had better water quality than the moderate-flow period which in turn was better than the low-flow period. Our analysis results should also alert both the authority and the general public for more urgent attention to the river water quality in China, in order to ensure sustainable municipal development and to protect public health.
