In the 90s, stand-alone protection relays were superseded by multi-function IEDs (IntelligentElectronic Devices). Traditional boundaries became blurred, as these multi-tasking IEDswere routinely applied not only to protection, but also to remote control and monitoring ofprimary plant (SCADA) augmented by remote selection between various operating modes ofthe IED itself.As technology advances, the breadth and volume information generated within the IEDincreases. New communications capabilities allow delivery of information from the fieldIEDs; both at enterprise level for a diversified range of functions (rather than just SCADA)and in peer-to-peer communication between IEDs for local functions across multiple sites.Today’s network operators are keen to:1. Utilize the full dynamic capacity of primary plant.2. Optimize network performance and lifetime costs of plant.3. Ease technical constraints to the dispatch of generation plant and/or the market.4. Provide an audit trail of power quality and system performance.5. Provide straightforward engineering access without a site visit.6. Access and compile crisp business information from field devices.7. Reduce costs overall.In the years to 2005, information technology will be increasingly applied to provide thesesolutions, but normal IT solutions may not be appropriate to power systems for reasons ofsecurity, dependability or speed. The potential for IT in the coming years is illustrated byexamples, some of them already implemented in NZ and all using available technology.We all know that “Kiwi can do” but new technology does not negate time-worn principles ofdesign and design management. This new technology crosses many organizationalboundaries posing a management challenge. Conventional project structures may not beproductive, especially when breaking new ground. Some guidelines are given formanagement of new technology in our high-stakes industry.
