THE EMERGENCY ACTION PLANS IN SPAIN

The EAP’s are, nowadays, yet another a useful tool intended to minimize thernconsequences to the population, in case of a dam failure or malfunction. Spain, being aware ofrnthe new approach requested by modern society, developed in 1995 and 1996 the firstrnregulations on this matter, which included dam classification according to potential downstreamrnhazard and working out the EAP’s for those dams that posed a high or significant risk.rnThe classification process of 1200 large dams in Spain has produced an outcome of 85% ofrnthem showing as needing an EAP. This study has been carried out by studying those damsrndeemed as being potentially dangerous of causing damages downstream, in the event ofrnfailure or malfunction of the structure. These dams have been classified into three categories:rnA, B and C (High, Significant, and Low Hazard).rnAt present, the dam’s owners are developing most of these plans. Around 60 plans havernalready been approved, some of which are beginning to be implemented. The coordinationrntasks between different Governmental agencies involved in the emergency management havernalready begun and are the key to a quick and effective answer related to citizen’s protectionrnmatters.
