PROPOSALS FOR ENERGY STRATEGY OF GREAT WESTERN DEVELOPMENT

The Great Western Development is a huge system engineering that may need several generations to accomplish. Therefore, there must be a long term overall planning, in which, the problems of energy, environment and ecology must be paid sufficient emphases to realize sustainable development. Several issues related with energy in Western Area are discussed in this paper including the natural gas pipeline from Xinjiang to Shanghai, local utilization of natural gas, biomass utilization, the exploitation of wind energy, the improvement of air quality, etc. The main idea is that, the exploitation and utilization of energy resources should focus on and give priority to the promotion of local economy, the protection of local ecology and environment and the improvement of the living standard of local people. Proposals are put forward for each corresponding issue.
