BUILDING DIGITAL CAPITAL, ADDRESSING DIGITAL INEQUALITY: A PERSPECTIVE OF SINGAPORE’S ICT PLANS

Singapore’s latest ICT plan has moved beyond the supply-push vs. demand-pullrnframework that guided its earlier ICT initiatives. Instead, iN2015 is more focused onrnbuilding digital capital - with specific thrusts to transform key economic sectors withrnhigh-speed ubiquitous wired and wireless nation-wide telecommunications networks.rnAlthough its vision is to develop a digitally inclusive society (one that bridges the digitalrndivide), the objective of this paper is to discuss and provide an important perspectivernthat its latest ICT plan may have not fully addressed, that is, the subtle distinctionrnbetween bridging the digital divide and addressing the digital inequality in therncommunity/society.
