Former Manufactured Gas Plant Sites Gas Holder Material Consolidation and Disposal Studies under the Phase IV LDRs

EPRI recently completed compiling data from several laboratory mixing studies using various admix materials. The data collected from these studies was used to design a comprehensive program of laboratory and field studies to find cost-effective ways to remediate tarry wastes in underground gas holder bases at former MGP sites. Project objectives included complying with the Phase IV Land Ban Requirements (LDRs). The approach included seeking specific regulatory guidance, characterizing the waste material, and performing treatability-mixing studies. Hazardous and non-hazardous material disposal was addressed with recycling/tar distillation and thermal desoprtion chosen as the most cost effective treatment combination. Remedial actions were then completed for several underground gas holders. Comparisons are made to actual field conditions to evaluate the usefulness of the study data in predicting the project outcome in terms of the ratio of hazardous vs. non-hazardous material generated and mixing ratios. Included are conclusions from the mixing studies, photographs of field conditions, and a discussion of issues and lessons learned.
