I feel constrained to explain my motivation for this paper. If I had told you before I began that I had difficulty in believing some of my own potential solutions, you may not have listened at all. If I had told you that some of the things I was saying were to some degree with my tongue in my cheek, you may have laughed them off. And if I had said that despite the fact that I earn my living by solving problems such as these there are many that give frustration that is disproportionate to what they achieve, I would have forgiven you for being sceptical of my motives. However, you have listened, which is greatly appreciated. My purpose has been to give food for thought, in the hope that one idea may lead to another which may lead to a solution. All I would ask, and I believe that many within the industry would ask, is that we don't give up before we start. We can no longer ride the wave of euphoria over having established the International Standards, because nine years on that wave has diminished to little more than a ripple. We must create another wave and prove to those watching that this industry is indeed still vibrant and has the integrity and capacity to do what it takes.
