The U.S. EPA recently published new AP-42 (1) emission factors for flating-roof storage tanks, and released TANKS 3.0 (2) as a software version of the new emissions estiamting procedures. While the use of the new emission factors is well documented and the control devices for storage tanks are well illustraed, there inevitably will be controversy over wheter or not a given factor applies to a particular piece of equipment.
