During the last 3 years, Pacific Environmental Services, Inc. (PES) collected over 2,500 source test reports from 27 State and local air pollution control agencies int eh United States. To date, over 2,100 of these reports have been evaluated and assigned a ratign for potential use in emission factor developmnet. Of these 2,100 + source test reports, 38 percent received an "A" rating, 31 percent a "B" rating, 19 percent a "C" rating, and 12 percent a "D" rating. The most common reason for a poorer rating was the lack of documentation of the reference method procedure includign the failure to provide a discussion of the test procedures followed, the field data sheets, and the laboraotry data. Significant variation int he percent of the test reports receiving an A rating was found among agencies and among test methods. State and local agencies have different standards for acceptability that result in different levels of quality in the source test report submitted. More frequently used test methods received consistently more "A" ratings than those used less frequently. Many opportunities exist for future source tests and the resulting reports to generate and provide additional inforamtion and data to help build a more reliable emission factor data base.
