In July 2002, the National Park Service (NPS) lost one of its most ardent andrnpassionate advocates for coastal science. Dr. James Allen was the leader in providingrnNortheast Coastal and Barrier Network parks with a scientific basis for decision makingrnand management. At the time of his death, Jim was playing a major role in developing arnmonitoring program that would provide consistency and structure to existing but primarilyrnisolated data collection activities in coastal parks. This paper describes the efforts of thernNPS Northeast Coastal and Barrier Network to develop and implement this program andrnrepresents a developing operations plan. Implementation of a full monitoring protocol isrnscheduled for the spring of 2004.
