As the nations of the world begin the process towards developing a new global climate agreement by 2015, they would be well served to learn from the past and not repeat the mistakes from the Kyoto and Copenhagen processes. Similarly, observers of U.S. domestic climate policy would be well-served to track closely developments in the negotiation of the new global climate agreement for signals it may yield in trying to assess administration policy.
