PRINCIPLES OF POWER SYSTEM EMERGENCY CONTROL UNDERDEREGULATED ELECTRICITY MARKET: THEIR APPLICATION FORRECONSTRUCTION OF THE SIBERIAN REGIONAL CONTROL CENTER

There are two general reasons in order to modernize the Siberian and Russian Far East InterconnectedPower Systems emergency stability control. The first of them consists in arising the competitiveenergy market in Russia. Another reason consists in availability both of up-to-date computing, andcommunication technologies for Russian engineers. Furthermore, so-called opening computingtechnologies allow to join the research forces of different groups of experts, including internationalteams, in order to create the universal system protection schemes (SPS) complexes. Two places forimplementation and experimental tests of such SPS complexes will be suggested in the paper. Thereport focuses on some principles of complexes' functioning.
