1. It's necessary for the power sector to continue with the special communication system 2. Two approches: Digital trunking or general communication means with function of digital trunking 3. Trade-off between economy and efficiency depends on limits of customer base, frequency resources and investment if the power sector builds a network of large coverage and full functions on its own 4. Cooperation and partnership may be engaged in building and operating a shared digital trunking network with the power sector as the main force. 5. Government support could be gained in the course of reform. With the benefits on resources, a new public mobile communication network with trunking function could be built, meeting the needs of both public and private networks.
