The number of safety accidents continue to increase in the coal mines of China. The oversight on safety production management and the lack in legal administration are the key factors for the fatal accidents. Changing the passive situation needs reforming and innovating the safety production administration system. This paper analyzes the shortage of the current safety production administration system and makes a lot of research and investigatiors. According to the advanced foreign experiences, it suggests a more complete, more scientific, more critical and more legal administration system and scheme. The research result can be regarded as a decision reference for government and has a significant referential value for improving coal mines safety situations.
