Have Recent Advances in BME Technology Leveled the C.O.T.S. Playing Field for Capacitors?

For years, published papers had discussed the shortcomings of Base Metal Electrode technology (BME) as compared to Noble Metal Electrode (NME) technology when used in higher voltage capacitor applications. These applications specifically include Military programs including Commercial Off The Shelf (C.O.T.S.) programs. The authors could find very little recent data to support or refute these earlier claims.
