Operating companies must consider the risk implications of any technology before they can use it. Although hot taps offer enormous environmental and economic benefits over alternative technologies, the consequences of inadequate preparation or execution can hurt people and damage property. Operators must know how hot taps work and be aware of the design options and the situations that can make them unfeasible or unsafe. More importantly, the commitment to quality control must be reflective of the ethic that "failure is not an option."
