Saving the SARI Pipeline: A Risk-Analysis-Based Approach to Rescuing the Santa Ana River Interceptor

The threatened washout of the Santa Ana River Interceptor (SARI) pipeline endangers not onlyrnthe treatment plants and industries discharging into the pipe, but the major groundwater basinrnrecharged by the river, and the downstream treatment works of the Orange County SanitationrnDistrict (OCSD) as well. This paper discusses the proactive efforts of OCSD and the Santa AnarnWatershed Project Authority (SAWPA) to save the segment of the pipeline exposed to erosion inrna canyon area. An effort to relocate the pipeline via a fast-track construction approach wasrndeferred due to public concern and funding issues, but planning continues for interim protectionrnand ultimate safety of the SARI.
