Eagle Nest Dam is an older HIGH hazard concrete dam that, like many other dams in the country, does not have adequate spillway capacity to safely pass the probable maximum flood (PMF). The PMF overtops the crest of the dam, and studies indicate the energy from the overtopping jet will cause significant rock scour downstream of the dam. A physical model study was prepared to evaluate the hydraulic behavior of overtopping and to estimate the pressure on the foundation rock. The studies also evaluated crest modifications that could mitigate potential rock scour.The problems associated with rock scour, particularly due to overtopping of existing concrete dams, is a significant concern to all dam safety engineers and regulators. This paper presents a brief summary of the hydraulic model, discusses some of the results from the hydraulic model studies, and provides interesting insight to a very complex problem.
