Underground planning can help to reach the objective of environmental respect and life quality improvement in cities, but, at present, in Central and Southern Europe there are difficulties in the acceptance of underground construction which is usually linked with absence of knowing and human fear of the darkness, alongside with the belief of the high cost of construction and of their management. On the contrary, buildings underground are often much safer and less expensive than ground works. The example of underground cavities in Rome: risks and resorces.
