Looking at the globe from the top, it is apparent that the Arctic Ocean is really an Arctic "Mediterranean", surrounded by the eight Arctic countries which are closely interconnected. Much of the land in these countries is either owned outright or is under (or may soon be under) the direct jurisdiction of indigenous peoples. Indigenous peoples have assumed increasingly greater control and prominence in the Arctic regions in the last 40 years. In total, nine million people live in the circum-Arctic regions which the rest of the world have often considered empty, cold and hostile.
