Using Open Source Software in the Public Administration

Open Source Software and Open Data Standards are getting to be more and more accepted world wide in Public Administrations. The European Commission has recently published its European Interoperability Framework, which in particular includes a definition of Open Data Standard. The COSPA project studies the application advantages (and drawbacks) of Open Source Software and Open Data Standards in the public sector - as Public Administrations are among the biggest computer- and software consumers, thus they should be very careful what to use, how to use. The project aims at introducing, analyzing, and supporting the use of open systems for personal productivity and document management in European Public Administrations. In this paper we report on a trial installation of Open Source Software on a small sample of local authorities in Italy. The trial completed without major problems and showed that Open Source Software can be employed and used as much efficiently as proprietary software.
