The Critical Analysis Reporting Environment (CARE) is a PC-based software system developed with USDOT/NHTSA funding specifically for traffic accident problem identification and evaluation. One technology applied by CARE, called information mining, quickly creates and compares any two subsets of a database and presents the results in an ordered way that quantifies countermeasure capability. This project was conducted to determine the potential for utilizing information-mining technology to provide information needed to meet national aviation safety goals. A data set of aviation accidents and incidents was chosen to provide a pilot example to evaluate this capability. For this data set, CARE quickly generated large amounts of useful information that was not otherwise accessible by any available software package. This paper presents one of over 40 case studies that were performed to evaluate this capability.
