Recently, it has been researched on chemical relationship between cement and superplasti-cizer (SP), in which going to be made clear about influence of cement. For example, properties of flowing and absorption of cement used SP agent based between Naphtalene and Polycarboxilate are different activity. Accordingly, in this study the fundamental quality of normal portland cements produced in Korea, Japan was investigated on physical, chemical property, and absorption of SP agent based polycar-boxylic acid, and evaluating of fluidity with effect of flowing, water to cement volume ratio, minimum dosage of SP agent to not occurred flowing according to fundamental quality of cement between Korea and Japan. As a result, it is confirmed the fundamental quality, and SP agent based polycarboxylic acid is more absorbed in Japan cement more than Korea cement. In fluidity of Japan cement using polycarbox-yic acid SP agent, it is benefit to flowing than Korea cement. But especially, KC6 has different trend comparing other cements, and very high fluidity not related alkali amount, insoluble residue, density etc. It is more necessary to consider the relative property between cement and SP agent produced by Korea and Japan.
