This paper describes a distributed imagery dissemination service with quality of service support. A novel dissemination framework has been designed to allow the graceful handling of performance bottlenecks when a required resource type is exhausted. Instead of rejecting or down scaling QoS proposals, the framework attempts to relieve the bottleneck by altering the resource requirements. Based on a notion called resource requirement management, techniques such as user interaction and iamge compression can be applied in the framework to reduce the requirement on the exhausted resource type at the expense of other resource types. This notion is particularly applicable in imagery dissemination services. In this paper we illustrate the effect of a number of processes in relieving the network bottleneck. Finally, we present a prototype implementation of the framework, based on the design of an imagery dissemination pipeline for heterogeneous environments.
