NATIONAL LEVEL (1) Mobilization of planetary defense requires more widespread recognition of the threat or hazard of a cosmic impact (2) Environmental and space scientists need to enhance dialogue among themselves, recognize similarities in their problem-solving efforts and understand that cooperative efforts have more leverage. A mutual failure of contact and comprehension weakens surveillance and detection of key threats, as well as reduces chances of obtaining funding for R&D of deflection or interception technology.
