Frequency Assignment Problem is a NP problem. Separation of frequencies assigned to cells needs to avoid causing interference and fit minimum span constraints, because the cost of unnecessary assigned frequencies will be high. The aim of our work is to find optimal solution in frequency assignment with minimum cost function and number of channels in nonhomogeneous cellular networks. Compared with the work presented in the literature, this paper presents a novel algorithm based on pulse-coupled neural network (PCNN) model to solve the Frequency Assignment Problem in non-homogeneous cellular radio networks, by highlighting the frequency causing interference to fit the interference and minimum span constraints.
